A member of the Russian parliament has proposed a bill that would mandate the fingerprinting of people with dangerous contagious diseases, including HIV, and would create a national database, RT reports.The amendment to the federal bill on fingerprinting, which was prepared by Roman Khudyakov of the Liberal Democratic party, would apply to Russian citizens and foreigners visiting the country.
A draft has been approved by several federal ministries and agencies, including the Federal Migration Service, the Interior Ministry, the Emergencies Ministry and the Prosecutor General’s Office.
Russian citizens who refuse to be fingerprinted could face fines of about $1,400. Non-citizens could face deportation and being banned from entering the country for 15 years. The bill has yet to be debated in parliament.
