MCI SHOULD ALLOW ONLY MBBS DOCTORS TO TREAT PATIENT AS  TO SIGN A  LAB REPORT

A pathology report can only be signed by a qualified doctor registered with the Medical Council of India (MCI). The MCI in it’s latest order has specified that “All reports/letters have to be signed/countersigned by persons registered with MCI/State Councils”. MCI issued the statement in response to a three-year-old query from the National Accreditation Board for Testing and Calibration Laboratories (NABL), which is a constituent board of Quality Council of India.
It wanted to know if M.Sc-PhD candidates not registered with the MCI can sign lab reports. This would include experts with PhD degrees in medical microbiology, medical biochemistry, life sciences, applied biology, cytogenetics and biotechnology.
“The ethics committee considered the matter during its meetings on February 6 and 7, and their decision was placed before Executive Committee for approval on April 11,” said Dr Parul Goel, Deputy Secretary, MCI. The order impacts pathological laboratories across India.
Following their decision, from June 14, 2017, labs report can only be signed by qualified doctors and not by M.Sc-PhD fellows. “This means reports signed by non-doctors after the said date will be illegal in the eyes of law,” said Pune-based advocate Rohit Erande. Meanwhile, opinion of the health ministry is being sought on the matter. Malpractices involving lab technicians signing pathology reports are rife in India.
“In many cases, approving signatures on a wrong analysis result in false positives of dengue or malaria and have led to wrong treatment,” said Dr Rajesh Mane of Maharashtra Association of Practicing Pathologists and Microbiologists (MAPPM), an umbrella body of qualified pathologists.
Many Msc.,Bsc microbiology,biochemistry passed students or BMLT or DMLT sign Pathological reports ,although having no knowledge of patients clinically as in their curicullam they hardly interact patients so often their reports put treating Doctors in a fuss ,so MCI cleared the position clearly.
The National M.Sc. Medical Teachers’ Association (NMMTA) requested the Medical Council of India (MCI) to review its notification which clarified that only MBBS doctor can sign lab reports. As per the MCI’s notification the candidates having M.Sc with PhD or PhD in medical microbiology, medical biochemistry, life sciences, applied biology, cytogenetics and biotechnology are not eligible for singing lab reports.
“The recent letter written by the Medical Council of India (MCI) to the National Accreditation Board for Testing and Calibration Laboratories (NABL) regarding eligibility to sign diagnostic laboratory reports has not gone down well with the biomedical scientists possessing medical M.Sc. degree,” NMMTA President Sridhar Rao said.
                As many such experts are encroaching medical field without direct knowledge of medicine in a hospital so it is considered as a very good step by MCI to let MBBS doctors who are well qualified and undergo a vigorous exhausting training to deal with patient. These 2-3 years special study and then replacing MBBS or superspecialist doctors  should not be allowed.
        Similiarly MCI should never allow to replace MBBS doctors for treatment of patients by modern medicine and should compel government to run all modern hospitals or nursing homes  whether private and government strictly by MBBS doctors if any AYUSH doctor practising modern medicine or serving in a modern medicine hospital should be immediately arrested and such hospital or nursing homes should be closed,they can practice their pathy in private or work in hospital practicing their pathy only as their status not recognised by public, they change their color and practice openly modern medicines to get name and fame as treatment practically means a treatment mostly by modern medicine and surgery,in surgery there is nothing in AYUSH in present scenario and in Medcines except for few diseases all has been taken by modern medicine but as rudimentary and quackery it is practised in our country so MCI and Ministry should pass orders that MBBS doctors should treat patients only,these other doctors can assist them.
   These biomedical scientist possessing M.Sc Degree who write Doctor after doing phd and make persons fool as patients think they are treating doctors so believe in them but actually they fool patients by doctorate degree by placing doctor prefix before their name .So they should be allowed to work with doctors as assistant and should be never allowed to replace doctors otherwise this MBBS branch will be replaced by these semi educated quacks and gradually students will not like to put so many years of study to be a good doctor but rather will choose these 1-2 years of course and get recognition as doctors.
       MCI,DNB BOARD,STATE and CENTRAL Ministry of Health and IMA should ensure that such regulations aand orders are practised in toto t sabe branch f Modern Medicine or Allopathy.

    1. What makes Indian MDs and MBBS degree holders so special that biomedical scientists can't compete and work with them , while through out the world (US, UK and most other places) , both these types are working together and equally??

    2. Why don't you and your clan force the degree providers through out the world to not Honor the PhD holders with Dr. Salutation so that this can be kept reserved for massage of your esteemed ego.
    3. If you and many others are so concerned about quality and knowledge of the class that are not so elite like you, then why don't you force the govt to enforce licensing examination for laboratory signatory authorities , so that only deserving personal from both side of the spectrum gets the fair opportunity?

    1. I am amazed that a surgeon and gastroentrologist is more involved in hatred affair rather than concentrating on profession. Do remember the fact that whatever latest probes,imaging systems, instruments and prelimnary tests u desperately require have been contributed by biomedical scientists by sacrificing all their pleasures of life.     We appreciate your state of affairs in " being superior mindset in writing a negative opinion on a minor group" but the thought itself is inferior for ur stature being a knowledgeable professor!
    Your analogy of only MBBS for signing even laboratory methods involving cytogenetics,molecular biology,mycology etc., is absurd,being a teacher since past 15 years I can write in length what an MBBS grad and his proficiency in these higher services and area of laboratory interpretaions-when compared to a dedicated PhD in this field or a master for 3years and decades of laboratory and teaching experince,hence ur views are naive and totally absurd.(Iam not speaking about master degree MD holders)
    Iam feeling that some of ur close kin may have been under jeopardy with the state of affairs witha PhD colleague!!!!cool down..rethink ...please
    Lastly,we never signed a pathology report nor we will aspire to do,We stick to our basic training and we do it proudly what we have been doing and we okegde to improve,we are just aspiring adjuncts for medical services,supporters only!
    Hence do not spread hatred and animosity among groups,

  4. Sir it seems indian doctors are a class apart from the rest of the world. So they don't need exit exams or license exams. Having graduated with mbbs degree automatically equips them with all the necessary laboratory knowledge. Actually US or Canada and the rest of the world is foolish enough to stick to such standards. They are even more foolish to let Msc and PhD to teach the medical graduates. Its even more ironical that all over the world msc PhD with a license works as biomedical scientist.
    Sir, do u know what is the educational qualification of the recent director general of WHO?
    No wonder India is the best health care provider, where creating a monopoly of doctors is the utmost important agenda.

If after reading all these comments also the writer of the post feels he is right..then he should learn how to write, what to write, where to write...this is what we masters always say, learn the basics...we non MBBS medical master degree and doctorate degree holders have learnt the basics and we teach basics..and diagnose on the basis of basics...we standardise on the basis of basics...if you want to build a tall building ur basement also should go to proportionate depth,though basement is not seen when one looks at the building but fact is the stability and strength of the building is based on its firm basement...n we MSc Medical and PhD holders are proud to say we have got well structured and strong base...to tell you frankly you MBBS MD people are getting diverted towards non professional things...basic thing for you doctors is treating patients then comes teaching...we are asking our rights to teach and rights in laboratories...we are not and never have asked any sort of things in treating a patient in bedside...we are not doctors...we still say you are doctors and deserve all the respect when it comes to treating a patient...don't be insecure about your profession as a doctor...if still you feel insecure about it then I must say you don't deserve to be in the profession...think over it..good luck..

By belittling scientists indian doctors think that they have won a game..look at official site of RUHS the number of PhD guides and students willing to pursue PhD have decreased already.If doctors think they can do everything from treating patients teaching and research too they are disturbing ecological system of society where youngsters will loose interest in medical research..Dr Dewat Nagpuria do you aspire for a research and scientist free India?If not concentrate on your patients and let scientists work for medical research...

Doctor you seem to be a kid with grey hair of 50 year old.U do not have respect for medical scientists..Father of all Basic medical sciences are PhD holders only..pick up ur old Anat Physio Biochem Micro Pharma books and read..dont kill science and scientists.. why u prescribe drug to ur patients who were discovered and formulated by scientists..why u take help of molecular technology in accessing counts of ur patients Why u suggest PCR based diagnosis for non culturable organisms..u can not treat patients without help of scientists...so they too have a right to work and earn bread for themselves and they need to work respecfully in hospitals to be able to corelate with patient populations..they were never ur assistants and will never be in future too...
    Scientists can very well sign reports too wen they can invent a test for greater good of humanity..

From this article its very clear that irrespective of whatever quality and position you acquired,you are living in your own self imaginary,false conceptual world.Its not wise to compare undergraduate Mbbs degree with post graduate MSc and PhD degree.If MBBS is sufficient to report lab investigation then is there any need of PG degree in pre and paraclinical subject.Reporting laboratory investigation is not practice of medicine,but needs thorough knowledge of instrumentation,quality control etc which a Mbbs student lacks.As a MBBS student, have you ever been posted in clinical laboratory......sincerely speaking no no no.Even MBBS students don't know the name of instrument,troubleshooting.What they can do is just blindly sign reports.Only Msc and MD are taught about laboratory instrumentation quality control etc and posted and trained extensively in the clinical laboratory during PG course.If you think MBBS are qualified (more competent)then suggest Gov't. to introduce licensing examination for lab report signing authority.Government spends crores to set up medical colleges, to produce doctors, not to sit in laboratory and signing report but to assist senior MD/MS doctor in diagnosing and treating patient....
      Please get out of your hole and look at the other developing and developed countries like USA and UK.You will come to know what respect Msc PhD biomedical scientists have been getting in the field of healthcare system.

  11. After passing MD in basic sciences MBBS doctors looses touch with patients and work as a medical teacher only (without research aptitude). Lakhs of money and efforts of government to provide treatment to patients is wasted. Even after studying clinical subjects they NEVER apply that knowledge and most of them engage themselves either in dirty politics or their household chores at the most...what a pity
    MD in non clinical branches had led to production of doctors who are not able to apply their knowledge hence it is not at all required for the society.

    i hope you got my point.

    See doc, getting a doctor of medicine (MD) and Doctorate degree are two different things. Western world has stopped the MD courses in pre clinical subjects. but in India, doctors (MBBS) join MD in non clinical subjects. (perfect example of oxymoron). MSc PhD degree holders are allowed to use salutation Dr. ( worldwide). these guys don't treat patients, so calling them quacks amount to insult an innocent,qualified population because of your self ignorance. I hope you will correct this in your next BLOG.
    Dont worry MSc PhDs (postgraduate , Doctorates will not replace undergraduate jack of all trades master of none(MBBS).

    because of this attitude of majority of DOCTORS, medical science has lost its charm , the science. And India's ranking is around 145th worldwide.
    Open your eyes see the better things. Make Medical Science great, bring interdisciplinary people to make it more concrete and productive.

I would like to raise few points to your ignorance on Medicine growth. To my knowledge we are all aware of that science developed first but not medicine. The main point to make you to understand that the glory of Medicine in your profession and community benefited due to enormous contribution by life science community. Medical Science curriculum was based on life science communities contribution. Now You Medical communities fight to dethrone all M.Sc., Ph.D. from Medical Sciences. My emphasis is all non Clinical subjects should be excluded from Medical graduates curriculum. Like Anatomy, Physiology, Microbiology, Biochemistry, Pharmacology and Pathology. Regulatory bodies should think of restructuring the all kind of medical sciences curriculum like, MBBS, BAMS, BHMS, Allied Health Sciences. Then only the Medical Field can grow. Otherwise you can see the devastating effect on Modern medicines on common man in coming days.
