While opening a new medical college in Orissa ,our Health Minister JP Nadda informed that out of 502 Medical colleges in India,118 medical Colleges opened since 2014-15 and out of 52000 seats in year 2013-14 now there are 70000,he opened 4 Medical colleges in 04 district hospitals and reiterated our pm goal to open Medical college in every district hq of our country. But There is another side to it too as More than 100 first year students of a new private medical college Ponnaiyah Ramajayam Institute of Medical Sciences (PRIMS), in Kancheepuram district, which was subsequently debarred by the Health ministry from making admissions, have moved the Madras High court seeking a direction to transfer them to any other medical college. The plea sought a direction from the court to transfer them fromwhich has become defunct, to other medical colleges.
According to counsel for the students, the medical college was started from the 2016-17 academic year after obtaining approval from the state and central governments and the Medical Council of India (MCI).The students were admitted in the first year MBBS course during 2016-17 under the government and management quota after passing the NEET.However, the Union Ministry of Health and Family Welfare debarred the college from making admissions for 2017-18 and 2018-19 as it had failed to rectify the ‘deficiencies’ pointed out by the MCI.
Due to strict watch of RBI as increasing NPA in Banks,The Indian Bank in Thanjavur, to which the college management reportedly owed Rs 392 crore, was taking steps to auction its properties, both movable and immovable.Since the college management was under severe financial constraint, it could not pay salary to the teaching and non-teaching staff for the past six months and they had left the college. The hospital attached to the college was also closed down. Petitioner students were left in the lurch and their future was bleak.Hence, the present plea for a direction to the state government to admit the students in other medical colleges as per an undertaking given by it (government) while obtaining permission from the centre, the counsel contended.
So on one side government want to increase MBBS and PG seats by hook and crook by opening new medical colleges to increase doctor population ratio or to change homeopaths and ayurvedic doctors or nursing staffs and physiotherapist in Doctors by bridge courses but how  such less educated and trained doctors will treat patients will be a question ? Medical science means life or death and life cant be accepted to be destroyed so easily by quacks in name of Doctors. That is why strict MCI inspection to see standard of medical education by life correct inspection of teaching faculty, different infrastructure in form of labs, operation theatres,x-ray,usg,practical and theory class rooms, library, blood bank etc and number of real patients attending in opd, indoor and operated in OT or screened for different diagnostic tests are important as if there is deficiency in such parameters than it will result in making  of untrained doctors deficient in knowledge to treat patients properly.
Till Neet introduced by SC and MCI open corruption exposed as recognising medical colleges against bribe by overlooking all above three grounds resulted in opening of many medical Colleges  to earn thousand crores in 1-2 years by investing few crores as MBBS seats in 50 to 100 lakhs and PG seats were being sold in 1-4 crores. But now as MCI being replaced by NMC,MCI is very strict so this year about 82 Medical colleges were denied permission to admit students in this year thus blocked 11800 seats. In these beside new application like above college, many colleges were refused admission being permitted in previous years.Few went against it to HC of state to allow them to admit students even HC ordered in favour but as MCI moved to SC than SC accepted MCI decision to block admission till they improve their deficiency as Supreme Court cant see that in name of Doctors, quacks are produced as a result Government has to abide MCI decision.
As our Government on one hand wants to open new Colleges but even in many of its recently opened regional AIIMS,faculty and facilities are deficient as it invest very less budget in health,so Students life is destroyed as happened with students of this and other medical colleges denied permission this time.Due to strict Supreme court usually HC will be over  cautious to pass orders in favour of students and even do it than how such students will be adjusted in recognised colleges as any increase in seats must be verified by MCI as faculties,no of patients and facilities all must be improved.Even if allowed in India, standard of medical education will be so poor in our country that no body from foreign country will come here for treatment which is a business of million dollars now and no foreign country will accept Indian doctors which is very higly standard now.
Therefore, students seeking admission in lower graded or newly opened medical colleges in mop up round due to their low grade in NEET should be very cautious as they may loose their chance of being Doctor as in coming time more and more such Medical colleges will shut as MCI or NMC cant ignore standard of Medical education due to pressure of Supreme Court.Due to increasing NPA,Banks cant sit idle by paying hugh loans to these institutes for long years as happened in past due to many exposed frauds.Media and now social media is very vibrant, every deficiency or trick of medical colleges to charge extra from students and deficiency in their faculties or facilites is easily exposed leading to their exposure even if MCI overlook it.MCI is also criticised openly and watched so it is also strict now.
Is it not necessary for Our Government to adopt a good policy to open few medical colleges only and to strengthen them by investing more money in it so that good standard colleges and doctors are produced than to start such Zumla or pleasing policy for public to produce more medical colleges ? But not allowing them to operate in subsequent inspection after recognising for 1-2 years and thus dooming career of so many innocent students. What as a Doctor of hospital administrator you think regarding this? please write your opinion.
