For better regulation of Medical care & education in India,Group of Minister led by finance minister has passed National Medical Commission Bill 2017 suggested by Niti Ayog to replace Medical council of India Bill 1956.The way the parliamentary committee on Health called MCI as most corrupt body whose officer bearers earned crores by recognising many private Medical Colleges with Ghost teachers, less number of patients in opd,ipd  icu,ot, etc with all list of patients, operations and facilities being made fake and putting  concern as what fee they charge and how they pass students taking money .Supreme court was so unhappy with MCI that it constructed an obersight committee to overlook it with three honest person including ex chief justice of India. This committee this time too raised eyebrow too as many inspectors sent t many private colleges for 20 or more times for inspection instead of scheduled 03 maximum inspection.
This commission will work on utput basis that how competent doctors are produced rather on input as land, facilities and staff on which present MCI works.the new NMC Bill cleared by the GoM, is learnt to have proposed an increase in the strength of commission members from 19 (originally suggested by NITI Aayog) to 29. The new Bill then says nine of the 29 NMC members can come through an election and the rest will be selected. As elected members will be 09 only Government will be running this commission as it likes, many minister were previously suggesting that all members must be selected from different states but under pressure of PMO all surrendered and passed the Bill.
With the bill moving forward with the government, National Exit Exam after MBBS exam is soon going to be a reality. As per the bill, all MBBS graduates will have to clear to get practicing licences to practice and getting their names added to the medical register. It will be a good portal to examine all medical students passed by Government,Private or from Foreign countries. It is proposed to merge this exam to post graduate entrance exam as this exam will also be used as NEET for postgraduate admissions.
Besides this, a new Institutional Architecture for Regulation has been suggested in the bill with a Medical Advisory Council (MAC) having representation from the States and Union Territories (UTs) to articulate the national agenda for medical education but this advisary will be optional and 20 members of Commission or PMO will run it as it likes.
Now more and more medical colleges will be opened with limited land, faculty and facilities and colleges will surrender few seats to Government, rest of seats will be filled up colleges keeping their own fee.Big industralist and corporate house will be invited to pen Medical colleges which has now rejected by them but after commission government will regulate it the way as easily medical college can be open sothat Doctor populatin ratio is corrected, government will raise PG seats easily as did this time in DNB Courses.
