MEDICAL COUNCIL OF INDIA has been termed a tainted and corrupt body by Parliament committee on health and its president was summoned by committee for many explanations.Highest court of land was so much unsatisfied with this body that it appointed an over sight committee with Justice Lodha and Mr Vinod rai and Dr Sharin to oversight its every decision of recognising medical colleges for MBBS and PG seats.Since  in last few years starting from an era of its past president dr Desai arrest ,it is accused that MCI recognise pvt colleges for MBBS and PG seats taking bribe of crores by sending same type of tainted inspectors who recognise colleges with poor infrastructure,ghost faculties and fake list of patients shown in opd,ot ,ipd etc,Therfore Thousand of pvt colleges were opened and a MBBS seat is being sold in 1 crore and a PG seat for 2-4 crores so it is a business of thousand corores black money owned by powerful politicians, bureaucrats, black industralists with hidden share of judges and hawala dons.
            But now that Supreme Court-appointed panel accused the Medical Council of India (MCI) of negating its aim to ensure “transparency” in assessment of medical colleges by not complying with its direction in selecting the inspectors for assessing the institutions.The Oversight Committee (OC)'s reaction came following reports that it had legalised more than 3,000 admissions in 26 medical colleges last year, ignoring the recommendation of its own inspectors, who found the institutes lacking in basic facilities.     
         It said that the assessors were not appointed by them but by the MCI, which was given a list of about 497 inspectors from reputed national institutes, who were to be selected using “random number”. The OC said that it was upto the MCI to ensure that none of the inspectors or assessors conducted more than three assessments each in one year.While three assessors were to be selected from the committee’s approved list and one from the MCI database, the co-ordinator was to be selected from the OC approved list. “An examination by the OC revealed that in eight instances there was no assessor (out of 4) from the OC approved list, while in five cases, there was only one assessor from the OC approved list. “In 16 instances, there were two assessors (out of 4) from the OC approved list.There was, therefore, non- compliance with the OC directives on the above count, in 29 out of 33 assessments,” the OC, headed by Justice R M Lodha said in a statement.          
        The guidelines of OC, it said, also required that MCI to ensure that the convenor should always be from the OC approved list. “This was not followed by MCI in 25 out of 33 assessments,” the statement said. The OC said that it had instructed MCI to restrict the number of assessments conducted by assessors to not more than three each in one year to ensure “transparency and objectivity” in the crucial area of assessments by the MCI. Despite this, it said, the MCI entrusted assessments ranging between 20 at the minimum to 68 at the maximum to 37 assessors in the period January 1, 2015 to January 31, 2017. It claimed that 11 assessors were entrusted by the MCI with inspections in each case ranging between 40 at the minimum and 68 at the maximum, which “negated” the intention of OC to ensure objectivity and transparency in assessments of medical colleges.
                    “The system followed by MCI in violation of the instruction of OC raises questions on the efficacy of using ‘random number’ in the selection of assessors,” it said. The OC said that 32 institutions have been recommended for disapproval by the MCI which has been endorsed by the health ministry but majority of these 32 institutions have represented to the Ministry and the OC, against the way the inspections had been carried out by the MCI.“The behaviour and conduct of assessment was more like harassment than assessment. Some of the assessments have been carried out close to the government holiday. In some cases, the copy of assessment report was denied to the college,” the OC statement said, reproducing the representations.
                         If such observations are passed and pointed by such honest oversight committee appointed by supreme court against MCI functioning and it is not serious about such functioning then GOD can save it only as Supreme Court will take hard notice of it as done in case of BCCI,as BCCI didnot obey Justice Lodha suggestion its president and secretary removed.MCI,although a body of Doctors selected by different state medical council  is so much controversial that present Government wants to replace it by NMC which most Doctors donot want as now Doctors will be regulated by non medical Babus under Politicians but MCI office bearers are so arrogant that they donot want to change at all as in recgonising pvt medical college means an earning of crores.
         MCI Excecutive should conduct a press briefing as soon as possible and tell the real story before them as why this time they send many inspectors 68 times to 20 times for inspecting different colleges  while rule says it should be only 03 inspections as its president last year told that selection of Inspectors are done randomly by computer which is hard to believe.MCI is the mother govering body of  all Doctors of India as it is the highest body to regulate doctors against whom it gives very hard punishment for any negligence, bound them to write Generic medicines and to obey many conducts as per its rule book but in its house it is daring to by pass even highest court of land and why so many questions are put by OC?
                        Questioning of MCI and  raising finger toward it has laid down the head of every Doctor of India in shame after all how much money is needed in life,why its office bearers are not clean and transparent as otherwise such mistakes would have been avoided as sending customised commission agents as Inspectors and get share of bribe is the old accusation on MCI for recognising many pvt Medical colleges which have poor infrastructure,ghost teachers and fake patients.
                     Central government,Health Ministry and PMO should order a high level enquiry into matter and the culprits must be booked and punished after suspending them as this should be a detterrant so that in future no body could dare it.Over sight committee should suspend all inspections done by such inspectors who did more than 03 inspectios or where  coordinator or required 03 inspectors were not selected from OC approved Inspector's list and re inspecton must be done otherwise corruption in Medical education will be never cleared as SC did it some extent by compulsory NEET examination for getting MBBS or PG course admission.
