A parliamentary panel examining a bill which seeks to ban commercial surrogacy has invited suggestions on the legislation from all stakeholders. The Rajya Sabha Chairman has also granted extension upto July 11 to the Parliamentary Standing Committee on Health and Family Welfare for a report on the Surrogacy (Regulation) Bill, 2016.
For commercialisation of a nobel procedures like Surrogacy where an Infertile couple take womb of another lady on rent to give birth to their baby by using modern technique of ARTIFICIAL REPRODUCTIVE TECHNOLOGY,Beside some good and scientific work by few people at some centres, mostly THIS SURROGACY OPENED AN INDUSTRY OF THOUSAND CRORES where poor women are being treated as commodity or factory to produce babies of affluent persons against payments where these poor women are exploited badly by many agents who bring them from remote areas taking advantage of their poverty and lack of education to many Surrogacy Centres or Doctors who use them badly, donot pay what committed ,hardly care for them after birth of child and are mostly submitted to Caesarian Section operations prematurely to yield a healthy baby without taking any risk of injury by vaginal delivery or waiting upto full term as ONE SURRGOGACY OF FOREIGNERS OR NRI OR A RICH AFFLUENT COUPLE OR OF A GAY OR SINGLE PARENT MEANS AN EARNING OF 20-30 LACS ,SO MANY CENTRES HAVE MADE VERY ATTRACTIVE WEB SITES,RECRUITED AGENTS,DOCTORS AND MAKETING SALES MEN OR ADVERTISEMENT ON TV,PRINT MEDIA AND SOCIAL MEDIA TO BRING PATIENTS from foreign countries and different part of our country by linking it to medical tourism also TO THEM AND A HEFTY COMMISSION OF LACS IS PAID TO REFERRING DOCTORS or MIDDLE MEN.Mnay Rich affluent celebrities  also use it to have a male baby although they have childrens.
Thousand of Surrogacy Centres have opened in India and many docotrs are crorepati in few years by simple practising it and it is also a hugh scandal like that of Kidney transplantation in India .As surrogacy is very costly involving crores of rupees in western countries and laws against surrogacy are also strict ,therefore in our country many Centres and Doctors took advantage of it and started INDUSTRY OF SURROGACY DOING EVERY UNETHICAL WORK TO EARN CRORES IN NO TIME.FEW SURROGACY PRACTIONERS HAVE BEEN ARRESTED AND AGAINST FEW CRIMINAL PROCEEDINGS ARE RUNNING IN DIFFERENT COURTS OF INDIA.
Therefore,The bill was introduced in in Lok Sabha in November last year. In January this year, the Rajya Sabha Chairman referred the legislation, as introduced in the Lok Sabha, to the Standing Committee on Health and Family Welfare for examination and a report on it.We can send our feedbacks to rs-chfw@sansd.nic.in by 13th April, 2017.
The legislation proposes to regulate surrogacy in India, prohibit commercial surrogacy and allow ethical surrogacy to needy infertile Indian couples.Under this bill, homosexuals, single parents, and live in couples are also not entitled for surrogacy. Also couples who already have children will not be allowed to go for surrogacy, though they would be free to adopt a child under a separate law. The bill allows surrogacy only for legally married couples after five years of marriage and with a doctors certificate stating that they are medically unfit to reproduce.
Most Surrogacy Centres and practitioners are opposing it badly as they will shut their shop of easy earning crores by making Indian Women as commodity as poor persons were cheated badly in Kidney transplantation where many best hospitals and doctors kept aside every ethic of transplantation to transplant kidney of poor persons to rich affluent persons against payments in lacs by manipulating every legal papers through so called honest ethical committee of Hospitals, surprisingly corruption is so high in our country, even after so much media exposure and catching redhanded of patients, donors, middle men and Doctors ,nothing happened to these Doctors or Hospitals.Investigating Officers,Agencies and judgement has been purchased.Same way in Surrogacy centres no justice can be expected so Government wants to bring a strict bill to stop Commercial Surrogacy immediately.
